I'm not a native speaker, but I was taught that there are two "groups" in japanese - the "inner group" (family and close friends.. even your company if talking to a representative from another company) and the "outer group" (society). When talking to someone of the outer group, you have to humble your inner group by using humbler words like "はは" when refering to your own mother and exhalt the other group, using the honorific お and さん in "おかあさん" to refer to the outer group member's mother.
HOWEVER, within your inner group, you also need to humble yourself, so, because you need to show respect to your elders, you would call your mother おかあさん when talking to her or your father, or someone higher in the inner hierarchy.

As far as I can tell, はは means 'mom' and おかあさん is more like 'mother' - you would say はは when you talk to your own mom, and おかあさん when talking about someone else's mother?

If you're calling out to your own mother, I would definitely pick おかあさん. It can stand alone, referring to the mother whose identity should be clear to everyone. As for はは, it sounds more general, and more likely to be used in constructions such as 鈴木さんのはは.

I am a native speaker, and I agree with 3mo.
はは is used when talking to outer people about inner member's mother.
Otherwise おかあさん is used.
