Maybe you could start by introducing yourself (stating your name, etc.) then you could ask them if they have time to converse with you as you'd like to practise your English. What you talk about doesn't matter, as long as it's in English and you're hearing grammatical patterns and words in their contexts. If you're shy like me, it might take a bit more time to work up the courage to do it.

It would sound very British if you started a conversation talking about the weather ;)
All kidding aside, it depends on the context. If you meat a foreigner on the train, look at him, ask what he's reading, what music he is listening, where he is going. Try to think what would you ask to a fellow countryman, just say it in English.
Of course it is different and this gives you the possibility to ask and find out more about the world. Just be curious and don't be shy!

Thank you so much!!! I guess it's all about shyness. Yesterday,there were two foreginers sitting behind me in the resturant and they needed someone to help them understand the menu,my sis told me to go and talk with them but I was just so shy!

If you hear that someone next to you needs help ordering food, then you could say, "I couldn't help overhearing, but would you like some help?".

When you are feeling shy, just remember the foreigners may be travelling and no very few people so a little kindness from a stranger would be lovely! We just got back from a couple of weeks in India and were so happy when people helped us on the metro or saw us looking lost!
