Why is the humble/honorific form される used instead of する but the casual form だ instead of です? I would expect to use される together with です and する together with だ

This される isn’t humble/honorific form.

It’s passive form.

“This magazine is issued 4 times a year.”

@markgros because される in this sentence is used as passive verb. That magazine is issued four times a year.
You can say その雑誌は年に４回発行されています if you want to make it polite.😄
