are diminutive suffixes (küçültme ekleri) yet they add different meanings according to the context:

If it's said by an older person to a younger person it's like they're being nice and friendly to you and might think you're cute idk if you get it but yh.
You can also say it to an older person if you're close or like when you say mummy or daddy -> annecim, babacım respectively. Note these are contractions and the full words are anneciğim and babacığım. As I said above it's just to be more endearing and can be used if you wanna sound more cute I guess ? Like if I want smth from my mum I might go annecimmmm or if you're being like mummy you're the best bhaha sorry if this didn't help
