A Secretary of State is someone who’s in charge of a government department.
E.g. Secretary of State for Education.
The foreign minister is a Secretary of State (i.e. one of many Secretaries), and in particular he or she is the Secretary of State for Foreign and Commonwealth Affairs.

@David1992 But the U.S. minister of foreign affairs is called “Secretary of State”. So in this case only the title is different but it's actually the same?

Ah, maybe I should have clarified that my explanation was only for the UK.
But yes, the US Secretary of State would be the equivalent of “Foreign Minister”.
