is 았/었던 similar to 았/었었어요 and can i understanding to 한 적이 있다 ?

어릴때 가던 가게 =/= 어릴때 간 가게
어릴때 갔던 가게 = 어릴때 간가게
tense is not clear in Korean. coz time comes first
