Yes, they both have the same meaning, and although many people use "have been meaning" in the instance of a bad thing and "have been wanting" as either bad or good, I've heard many people, including myself, use them both with good or bad information.

"I have been meaning to tell you something" is more common used with bad news as "I have been wanting to tell you something" is used with good or bad news. However, both have the same meaning.
