"It is sure" sounds clumsy and is not something a native speaker would say. "It sure is." is a reply to a statement someone says, but it is very casual and friendly. "Sure it is?" does not mean anything on its own, but would be used in the sentence "Are you sure it is?" Which is used to ask someone if something is certain.
