Actually we don’t say 上个年. It’s not native. But I guess 去年 sounds like last year while 上个年 sounds more like “the year before” used in the reported speech in English. Hope that helps.

Yeah, 上个年 doesn’t make sense to native speakers. So 去年 is the better expression. You can say 上个月 to express last month.
