“Ti amo” is used between lovers, and sometimes between parents (but it’s more common to say “amo mia madre/mio padre, amo i miei fratelli”).
“Ti voglio bene” is used with all person, lovers, parents, friends.

Ti amo Is when you LOVE someone for example your girlfriend/boyfriend. but we also use it between parents or siblings.
( TE AMO as you wrote , is used in Roman dialect :)
and finally TI VOGLIO BENE Is similar to " I LIKE YOU " and the meaning is less strong compared to " TI AMO "
you can use " ti voglio bene " between friends , parents , siblings ... it's like you love them but not in the same way you love your girlfriend/boyfriend 😂
