@oussama1994 not really, it’s usually only the same as “and”.
It’s common in business titles where there are two people who founded the business (i.e. Morgan & Morgan). This shows that two people with the last name “Morgan” founded that business. It is read out loud as “Morgan and Morgan”.
The example that you gave seems kind of incomplete (to me, at least). It might be an old book that used “&” in a different way than modern times or it may be using British English conventions (of which I am unfamiliar)...

In this case, even though they went to school together, they have not seen each other in years. One might expect that they would have seen each other more often since they had gone to high school together. However, they haven’t seen each other in years.
