Whilst they are both correct, they have different meanings. "guide to making it work" is a guide, which, if used and followed, will allow something to function. On the other hand "guide to make it work" implies that the guide is something you actually use as part of the process to get something to function, like a critical component. - for example "the component needed to make it work".
