「止まて」:「止まって」が正しい表記です。「止まて」は、方言か言葉遊びか誤記です。
「止まり」: ( →| )こんな感じのイメージです。東神奈川止まり = 電車が東神奈川までしか行かないことです。行き止まり = 道がそこで終わっていることです。
