No, devi usare l'imperfetto indicativo.
Lui mi ha detto che bolliva l'acqua.
Lui mi ha detto che Sara voleva lasciarmi.
Con il congiuntivo sarebbe:
Lui mi ha detto che egli abbia vinto, NO!
Lui mi ha detto che egli aveva vinto.

No, non perforza! Puoi usare sia il congiuntivo, sia l'indicativo, sia il condizionale a seconda dei casi (l'indicativo indica più certezza di quel che si dice, mentre gli altri sono utili per esprimere opinioni, consigli, desideri ecc.). Devi usare per forza il congiuntivo se la frase che precede il "che" non ha un soggetto (è impersonale), ad esempio:
Si dice che SIA vero.
