'Can I' と 'Am I able to' は同じ意味です。
'I could ride a bike' は 「私は自転車に乗ることができました。」の意味で、'I am able to ride a bike' と 'I can ride a bike' は同じ意味です:「私は自転車に乗ることができます。」
'Am I able to say' は 'Can I say' より丁寧です。
