It's a pretty common expression. You would use it if for example you just walk in somewhere, like work or home, and you just exclaim 'It's raining cats and dogs out there'

@Raspferry It is still used, however people mostly say its pouring or raining heavily instead, as they mean the same thing and are easier to understand.

Yes, it's still used, but like @Riko115 said, things such as "it's pouring" or "raining heavily" are used more. "It's Lashing" is often used too.
