'Hard-working' is the more general of the two, and it's often used to refer to people in work (e.g. earning a wage or salary). 'Diligent' means that someone is hard-working and conscientious, but that person can be a pupil, student, parent -- i.e. not necessarily someone who's getting paid to do something. :)

according to Cambridge Dictionary hard-working is always doing a lot of work and diligent is careful and using a lot of effort. After a thousand years later, I finally understand. hard-working for example:" if you are not hard-working, you will fail this exam". Diligent for example: " If you want to speak English fluently, you have to be diligent"
