Yes, I think you're basically right. It would probably be quite loud (not very loud, but pretty loud). The nuance is that it is continuously present in the background at a level where you can hear it all the time. We often talking about music "blaring" in the background. It somehow suggests that it is a continuous nuisance or interference.
