Don't have to means not obligated to. This is another way to say that....
I don't need you to answer...
or
I don't care if you don't answer my call.

If I say "you don't have to answer your phone," I am giving you permission now to not answer your phone. If I say "you won't have to answer your phone, then I am implying that not having to answer your phone is dependent on some future circumstance that is not yet true, but will be when I call you. Generally you would not say this. An example where it would be appropriate to say "will not have to" (or, more commonly "won't have to") would be if you're going to work and said that you wee going to buy bread on the way home, but while you're there, I will buy bread, so "you won't have to". Currently, we have no bread, but by the time you would have bought it, we will. Hopefully this makes sense.
