“He is expected to recover” = people expect for this person to recover(get better).
“He expects to recover” = he (only he) expects to recover(get better).

Well in this case when you say "He expects to recover" you're saying it as if he self diagnosed himself and or that you're talking about someone very far away. You would use this when speaking sarcastically. Imagine that it says "He expects himself to recover" , since that is what that phrase implies.
He is expected to recover is used more commonly and is used when someone is being told how long they are going to recover. Or used when speaking about someone close.
