Ça n'a pas le même sens.
En 20 ans -> Jamais depuis 20 ans
il y a 20 ans -> Il ne l'a pas vu il y a 20 ans, mais il l'a peut être vu il y a 19 ans. Ce n'est pas logique de dire ça %)
