They mean the same thing ("it's necessary"/ something that is needed).
But in the first case (il faut que) you must say the subject of the action and use the following verb in the subjunctive mood, and in the second case (il faut), the verb comes in the infinitive form, and there is no subject in the sentence. Example:
"Il faut que tu saches bien cuisiner"
"Il faut savoir bien cuisiner"
"Il faut qu'ils fassent un bon travail"
"Il faut faire un bon travail"
En français:
Les deux expréssions veulent dire la même chose, mais, dans le premier cas (il faut que), il est nécessaire de dire le sujet de l'action et le verbe doit être conjugué au mode subjonctif. Dans le deuxième cas, il n'y a pas besoin de dire le sujet, et le verbe doit être à l'infinitif.

@Mina-Jaguar Parce que, dans le premier cas, nous avons un sujet ("tu") à qui nous faisons une recommandation ("savoir bien cuisiner"), le verbe, donc, est au subjonctif ("saches"). Le sujet est introduit par le mot "que".
Dans le deuxième cas, c'est une recommandation générale, il n'y a pas de sujet, on utilise donc l'infinitif ("savoir").
