Well, to some extent, yes.
Dilettante refers to a type of people who have the basic knowledges but are nonprofessional in a certain field (art, science etc. ), an amateur interest is usually the drive for them to devote their time and effort, but they tend to learn things lying only on the surface and never want to dig in, which can somehow appear to be a bit superficial.
=> Ex, it's the opinion of a dilettante
