Гроза — это прежде всего молнии с громом. Может быть как с осадками, так и без осадков (сухая гроза).
Буря — это очень сильный ветер.

гроза is just a weather thing - rain with lightnings
буря can be used in not direct meaning - something that happers in the soul of a person - буря эмоций, буря в стакане воды
