"has been training" is OK too, but in the case of a dog we usually say the dog is "being trained" (passive) rather than that the dog "is training" (active). It's acceptable though.
"has been trained" is correct, but be careful because you wrote "has being trained" in #2 which is not correct. have/has does not go in front of passive "being ~ed" verbs. You might have mixed up "been" and "being"
"is being training" is not correct. "being" in "being trained" makes it a passive action, but this doesn't work with present tense "~ing" verbs. The following are the correct ways that fit in your sentence:
is being trained (present, passive)
is training (present, active)
is/was trained (past participle)
has been trained (present perfect, passive)
has trained (present perfect, active)
has been training (present continuous, active)

So, the two choices(2&3) are both acceptable depending on context, right ?
and How do you think about 1&4 ?

Sorry, one more please.
I guess the expression ''The dog has been training'' is acceptable only in a tale.
Is it right ?

@Isoroku1996 That's not necessarily true. You can say "has been training" in your original sentence and it will sound fine, it's just that I find that people say that the dog is *being* trained more often. It's acceptable, though.
