What it means here is that you hope to use your spare time on some evenings to do useful things like read a book, clean a closet or sitting doing nothing. However, others want you to do something else.
"To put towards" here means figuratively "to use."

Sorry...i didn't see the context in your original post. In your context it is the use of your spare time (to read the book). In the example of, My savings is put towards a purchase of a house, would mean saving money to purchase a house etc
