Sometimes banks have large displays, or, there are web sites have what they sometimes call a "debt clock" showing the total debt. Example:

(Usually it is just one number, though, that site is an extreme example.)
The idea is to make people aware of how massively hopelessly in debt the US is. I guess Venezuela has problems, but nobody beats USA when it comes to owing money!
A counter can be something sort of like a clock with advancing numbers, OR, it can be the place in your kitchen where you prepare food (sort of like a table).
