People who have grown up in upper class neighborhoods tend to say it less, mainly because they've grown up hearing others say it less.
America is very diverse, so you could go to a less advantaged area and find more people saying it regardless of their race or ethnicity.
In casual settings, all kinds of people say the phrase, but it is not found in business or formal work environments.

It definitely has a certain 'accent' and does make the speaker sound less articulate.
For example, when this phrase is written into a dialogue, it is usually to indicate that the character is not well educated. I think it indicated education level more than race, or even neighborhood.
