To be honest is grammatically correct.

However why I can't say 'to be honestly ', thanks so much

@hy09 'honest' is an adjective but 'honestly' is an adverb so you would not be able to use honestly with " to be " because it should be followed by an adjective. However, if you were to just say "honestly" then it would be grammatically correct and the meaning would be the same.
