If that is the case, I would leave out "expert." Having expert in there can make it confusing/ambiguous. You cannot tell, with certainty, whether the plan is a plan to dispatch experts, or *the best* plan for dispatching anything. (This was my point in my first message)
Simply calling it "The Dispatch Plan" should be fine. Even without the "The" would be good. I am guessing this is a document or procedure for your company. If that is true, then titling it "Dispatch Plan" should be all you need.
