「を」の発音は「お」とのが完全に一致するんですか？

「wo」で発音する人はぃるｹﾄﾞ少数です。

地域によっては「を」を、「うぉ」と発音してますが、「お」で十分通じますよー

今は、「お」も「お」も殆ど同じになっています。
1945年以前は今と少し違っていたとおもいますけど。
ワ行ですから、本来はwoになるはずですけどね、…
音韻の変化はなかなか記録に残らないけど、1945年以前の録音された音声では、いろいろな発音が現代とは、異なっているようです。
今現在も、発音は少しずつ変化してると感じます。（微妙に）
