My friend’s teacher said that “bathroom” is a word used when we mean public bathroom and “restroom” is a word used when we mean home bathroom. Is this true? I mean, maybe not literally every single time used that way, but is this like.. a thing in some level?

No. If anything, "restroom" is more often used in public and "bathroom" is used more often at gome.

no, it’s mostly the opposite. in public, they will often be labeled “restrooms,” and at school especially i tend to phrase it, “May I go to the restroom?” i’ve never referred to the one in my home as a restroom. in my home, it’s always “the bathroom.”

No. It's the opposite. Restroom, ladies room, men's room are more formal ways of saying bathroom.
Also, washroom is the bathroom.
They all mean the same, but restroom is always used for public bathrooms, and any of them are for your home. It depends on how proper you are. :). Most of us say bathroom for in our homes, though.
