缺乏 is more formal than 缺少, and usually used in writings.

基本意思相同,都可以用lack表示
1、当宾语是抽象事物时,二者可以替换。意思相同。eg:她缺乏专业知识=她缺少专业知识。他缺乏锻炼=他缺少锻炼
2、当宾语是具体事物时,只能用“缺少”,不可用“缺乏”。eg:这里缺少一块拼图。不能说这里缺乏一块拼图。办公室还缺少一个秘书,不能说办公室还缺乏一个秘书。
