LATITANTE
1. (fugitive) someone running away (from the Latin word latito = to escape) from being arrested and go to jail. In this case is a noun.
"Matteo Messina Denaro è considerato tra i latitanti più ricercati e pericolosi al mondo".
2. (shirker) someone running away from responsabilities -> absent or inoperative. In this case is an adjective.
"Il governo è latitante".
PROFUGO
Refugee, asylum-seeker. Someone forced to abandon their land, their country, their homeland, following war events, persecutions, or cataclysms.
"La questione dei profughi in Italia è all'ordine del giorno".
