They mean the same thing.
I would say “I’m going to invite him (over) for dinner.” Or “I’m inviting him (over) for dinner.”

I honestly don’t know. Sometimes we say it, sometimes we don’t.
If I were just inviting someone to the house, I’d say “I’m going to invite him over.”
