Mówić is say, continuous operation
Powiedzieć is action performed, you powiedziałeś (said) and it's over.

Mówić/Powiedzieć --- Mówię --- Mówiłem / Powiedziałem --- Powiem / będę Mówić --- zamierzam mówić / zamierzam powiedzieć
To say (something) / to tell (something) --- I am saying --- I said / I told --- I will say / I will speak --- I'm going to talk / I'm going to say
It is just for 1st person.

@JakubPL so Mówić will be used when I want to say something that it's longer.
And Powiedzieć, I will use it when I want to say something short.
For example:
On powie Tak.
On mówi do lekarza....
And Powiedzieć, I will use it when I want to say something short.

If someone said something specific, like a word or sentence, you should use "powiedzieć". As Cloudy1 said, mówić is continous action, like talking to somebody, about something etc. Your examples are OK.

"On zamierza powiedzieć Tak" / "On się zgodzi" - "He will say yes" / "He will agree"
"On powie tak albo tak." - "He will say like that or like that."

a) If you describe what he is talking to a doctor or just to who is he talking so it will be:
For example:
"On mówi do lekarza brzydkie rzeczy" - "He is saying bad things to a doctor"
"On mówi do mnie" - "He is talking to me" --- its good, or "On rozmawia ze mną" - "He is talking with me"
Don't put always form of "mówić" or "powiedzieć" if you don't need too because not always it will have sense, but sometimes you can just use this two nothing more.
b) Sounds better : "On rozmawia z lekarzem" - "He is talking with a doctor" but yours is also correct
