Ce n'est pas le même temps , dans la 1ère phrase , au niveau de << que je voyais des cerf >> le temps est l'imparfait (du passé) et la deuxième phrase : << que j'ai vu des Cerfs >> le temps est au passé composé.
La 2ème phrase fonctionne aussi

il n'y a pas vraiment de différence mais cerfs il faut un s puisque c'est au pluriel

"C’était la première fois que je voyais des cerfs." est parfait.
"C’était la première fois que j’ai vu des cerf." Ce n'est pas si faux mais la concordance n'est pas là, donc la phrase doit être modifiée :
"La première fois que j'ai vu des cerfs."
"Ce fut la première où je voyais des cerfs."
Ce fut la première fois que je vis des cerfs."

"que je voyais" donne l'impression que l'action dure plus longtemps. C'est comme prendre son temps pour bien les voir, les observer. "que j'ai vu" donne l'impression que l'action est rapide et finie. On sent que voir les cerfs a été quelque chose de bref.
