They are similar, but commotion usually has sound implied with it as well. E.g. She caused a commotion by banging pots loudly on the stove (this annoyed-disturbed people due to the noise) whereas I wouldn't say banding pots on a stove was a state of turmoil. I think Turmoil is more severe. Such as turmoil in the government.

They both mean a state of disturbance and confusion, but turmoil also emphasizes uncertainty, while commotion emphasizes noise.
Ex. The country was in turmoil after the government was overthrown. People were uncertain what was going to happen tho them.
She was distracted by a commotion across the street; a group of people were yelling into megaphones.
