What does "ちょっとね" mean? I hear it said in a lot of situations like
A: where have you been?
B: ちょっとね
Or
A: what's wrong?
B: ちょっとね
So yeah, why is the same sentence used as an answer to completely different questions?

People use ちょっとね when they do not want to answer the question and just keep it vague ;)

In the first example It's kind of like you know...(around)
The second example is a bit like I'm just a little (you know)...
It literally just means a little but it's used to give a vague answer.
