On UK motorways, there usually a "lane" to the left which you do not drive in except to stop in an emergency. It is known as the hard shoulder. No hard shoulders for 100 yds means that this lane is not present for the next 100 yards, perhaps because of the motorway having to pass over a narrow bridge.
