EDIT: Messed up what 1+1 and 1+kk mean, but now it's fixed.
1. Depends on what is "crazily high" for you. In Prague, flats with 2 rooms + kitchen, toilet are around 5 million Czech crowns (220,000 USD) for a single time purchase, 15,000 CZK (650 USD) for monthly rent, but it depends heavily on the location within Prague. For example, in Zlín, also a city, but a smaller one in Moravia, the price would be half.
If you want to look up prices yourself, Google:
location + byty + (nájem / prodej)
byty = flats
nájem = rent
prodej = selling
Yes, the sites will be in Czech, but you can easily read the prices.
2 875 000 Kč = 2,875,000 CZK
2+1 = two rooms, toilet, separate room for kitchen
2+kk = two rooms, toilet and a kitchen-place within one of the rooms (kitchenette)
1+0 = single room, toilet, without kitchen
2. This is probably a renovated apartment building built from panels during the communist period. It looks quite nice to me to be honest. There are much worse examples of apartment buildings. I don't live in this type of apartment house, but I don't think there is something too bad about them, especially if they are renovated.

As to the prices, I'd like to say that they're not crazy, but just crazily crazy! 😞
My reference point is the average salaries in Prague and Czech generally. Your Polish neighbor, Poland, screams, cause in Warsaw flats for rent or sale are incredibly expensive.. perhaps it's what it's in Europe..
As to the blocks, I saw similar in Poland. The communist print on them is so obvious, the architectureless architecture... in contrast with the old Czech and Polish beautiful buildings. Though, as you said, if the building is well kept, at least its insides will provide a good residential experience.

@Howetk1 With the average salary in Prague being 42,000 CZK, I don't think 15,000 rent is unjustified though. To me, if I compare the Czech prices with Manhattan, they are basically free haha.

@PetyaX Sorry, my calculations for the average had a wrong basis of $1200, related to a region in Czech, Olomuc city.
