Question about English (US)

Please check my sentences.

If I could become a president of my school, I would allow students to bring their smartphone. Of course I can understand why teachers prohibit bring smartphone : to prevent students from being addicted to smartphone.
However, I think it goes too far. Sometimes students need to call their parents : if an unexpected accident happens to studens , then how do they contact with their family?
So if I become the principal , I would allow students to bring their smartphone but prohibit using it beside using it for calling.
