They are both the same, just a different order (off and on means first it is off and then turned on again and on and off is just vice versa, on first and then turned off). If you are saying it in a specific or exact order then you can actually use either sentence (meaning you get to choose which one out of both of them) But if you want to sound more natural, I think 'on and off' is the way to go.
