這裡的"到"，我個人感覺不是必要的,應該是我們母語人士說話時的冗詞贅字。類似於英文母語人士偶爾說話時會加個like或kind of，主要是讓說話時更加流暢，沒有什麼特別的意思

@tony90810 It's interesting that you mention the word 'like.' I am from the South, and in the South people don't say 'like' all the time.
But if you go to California and listen to some valley girls, you will discover that when they use 'like,' it is not just an all-purpose filler. In valleyspeak it actually has a grammatical function.
It is used to introduce an example in three very specific locations: at the beginning of a sentence, before a noun phrase, and before a verb. There is also a 'like' that they use to quote someone.
So I think something similar is happening with this 到, it's just not obvious what.

umm...我的意思不是"like"跟"到"的使用方法是一樣的,而是他們某些情況下都是從句子中去除也沒有什麼大影響的
我會說like這個字是冗詞贅字是因為真的少部分美國年輕人會一直在一段話裡面加入like，而且是頻繁到讓人有點煩躁的地步，但也只是"少部分"，我當然知道大部分英文母語人士並不會這樣使用like。只不過我想不太出來英文母語人士會使用什麼冗詞贅字，於是就想到了like。

但如果真的要說的話，"那個時候呢就有媒體問到說，會不會免費派發呢？"這句話裡面的"到"當然是有意思的，它用作於動詞的補語，表示前面的動詞已經完成了這項動作或是有了結果，我這樣解說就會讓"到"這個字在句子裡面是有意義的，可是我必須說，我們中文母語人士在國文(中文)考試時，絕對不會出"那個時候呢就有媒體問到說，會不會免費派發呢？"這樣子的題目，因為一定會有爭議。

即便"到"可以當作補語，也不該在這個句子裡出現，"到"在這個句子裡真的是不合理的，雖然我們平常在說話的時候真的會這麼使用，我不是非常的專業，或許你可以問問更專業的人?希望我的回答沒有讓你感到困惑
