Summer and winter I would say. Fall and Spring are just rainy all the time.
If you want to see snow you should go somewhere more north, there is no snow in Helsinki and in Summer Helsinki is beautiful and for example Lappi! Turku is also a nice place!!

If you want to see snow, I recommend visiting lapland or the northern Finland in winter! But on the other hand, the southern Finland and Helsinki are beautiful in summer.

For the snow February is the best as it usually sunny and in the summer july (and maybe early august) are most likely to have warmest and sunniest weather. Weather in the Finland can be unpredictable and it can rain in any month of the year. The worst months to visit would be november (very grey) and april (often vet, because snow is usually melting away).
