what does an sich mean is it similar to the english word per se.
I don't know how german folk use it.
we commonly use it to mean in itself only focusing on that thing the intrinsic quality of that thing that thing alone.

Yes, "an sich" the literal German translation of the Latin "per se" and you can also use "per se". The long version would be "an und für sich" but the still meaning is the same. For example:
"An (und für) sich waren die Absteiger gute Mannschaften, konnten aber nicht in der Bundesliga bestehen."
