Pies use pastry dough, so they are a pastry. But a pastry is not always a pie.
Pastry can refer to many types of baked goods. Pastries are food made by mixing flour, fat, and water. (Cinnamon rolls, croissants, strudel, puffs, etc.)
Pies are a baked dish of fruit, or meat and vegetables, typically with a top and base of pastry.
Hope this helps! :)
