We might seem like we are cold but we just aren't talkative people.
Surely there's some of us who are more talkative than others but many of us just aren't.

No, we're not cold if we dress appropriately for the weather. For Finnish people, it's very hot when it's over 20°C outside so many people walk in shorts and without a shirt when it's that warm. After summer when the temperature goes to around 5°C, last Finnish people finally change shorts to normal pants so we're just used to being in lower temperatures.
Personally, winter doesn't feel cold before it goes below -20°C and wind blows over 5 m/s. Even after that you get used to it.

I think you do not ask about the weather
I am not Finnish, but I have many friends from there from Lapland to Helsinki..so I think I know them very well, they're cold but I think they don't like to be very talkative except if they were drunk, or they know you well, I mean from school, uni, work etc..they get very talkative when they know you well..I think this is the nature of most people, not just Finns..if the question was about love, then I think the answer is no

لو كنت تسأل عن طبيعة الفنلنديين، نعم باردون جدا، في الغالب لو كنت انت فنلندي او غريب لن يتحدث معك احد الا لو كانوا سكارى او يعرفونك جيدا، شعب انطوائي ولا يحب التحدث كثيرا، لكن مشاعرهم حارة جداً وفي الحب كذلك، مشاعرهم باردة مع الغرباء لأنهم لا يحبون فقط التحدث مع من لايعرفونه، اعني حتى لو كنت انت فنلندي طالما لا يعرفونك في الغالب لن يتحدثون معك! لكن تحدث معهم انت😂
