adjectives can sometimes be made into nouns by adding “the” in front of it. i don’t really know why, but that’s just something you can do in english grammar
here’s a well known phrase: “Sleep is for the weak!” the word ‘weak’ is an adjective on its own. however, ‘the weak’ turns it into a noun that represents a group of people with that trait (the weak people, people who are weak).
some other examples:
We volunteered at the hospital to help the sick. (— ‘sick’ being an adjective, but ‘the sick’ meaning people who are sick.)
The elderly are the most respected people in their culture. (— ‘elderly’ is an adjective, but made to mean people who are elderly by adding ‘the’)
French was considered the language of the educated. (— ‘educated’ by itself is just an adjective, but ‘the educated’ identifies a group of people- people that are educated.)

@Duy_Dat Yes. "Departed" as a noun is usually a euphemism meaning people who have died.

It's called a participle. A verb converted into an adjective. The noun that the adjective modifies ("people", I suppose) is only implied. Using participles without their accompanying nouns is common in cases where there's basically only one noun it might be.
