An "oración" (sentence) is a part of a text that ends in a dot. Then, the next sentence begins, until the next dot. And so on...
A "frase" is either a common expression (for example "¿Cómo estás?") or a poetical phrase (for example "No dejes para mañana lo que puedes hacer hoy"), there are all type of phrases; "frases motivadoras", "frases chistosas", "frases profundas", "frases tiernas", etc etc.
A sentence can be componed by more than one phrase.

An oracion has a verb in personal way , but a frase doesn't neccesarly have a verb .
Ex: -María duerme en casa( it is a sentence because have a verb)
- Buenos días Maria( it is not a sentence , it is a phrase because doesn't have a verb).
But remenber , a phrase can have an impersonal verb ( gerund , infinitive and participle)

The principal difference between them is the phrase has a not complete meaning itself, and the sentence has a complete meaning, the sentences usually have a subject and a verb.
Phrases:
Buenas noches!!
Qué aburrido!!
Sentences:
My brother bought a new car
My sister is listening to music
